The Social Balance is a privileged planning and management instrument that allows to demonstrate the social performance of the General Secretariat, particularly with regard to its Human Resources.

The Consolidated Analytical Social Balance is a privileged planning and management instrument that allows to demonstrate the social performance of the bodies of the Ministry of Labour, Solidarity and Social Security, particularly with regard to their Human Resources.

The following are the recommendations of the Council for the Prevention of Corruption (CPC):

• No 1/2009 of 1 July | No 1/2010 of 7 April 2010| No 1/2015 of 1 July.

These recommendations focus on the need for top managers of public money, securities and wealth managers:

• Adopt and disseminate Risk Prevention Plans for Management, Corruption and Related Infringements;
• prepare their annual evaluation reports.

This Contingency Plan is applicable to entities resident in the London Square Building, No. 2, in Lisbon (5 Government Offices, IGFCSS,IP, EMPA, DGERT, CRL, GEP, CNPDPCJ and SGMTSSS).

The Contingency Plan is in accordance with the legal provisions in force within the State of Calamity decreed by the Government, namely those that integrate the Resolution of the Council of Ministers No 40-A/2020, of 29 May, as well as the guidelines of the Directorate-General for Health, without prejudice to any determinations which may in the meantime be issued by the competent authorities.

O Decree-Law No 109-E/2021, of 9 December, established the National Anti-Corruption Mechanism (MENAC) and approved the General Regime for the Prevention of Corruption (RGPC).

The above-mentioned RGPC, which is part of the Annex referred to in Article 1(b) of the above-mentioned Decree-Law, established a series of rules applicable to services and legal persons in the direct and indirect administration of the State, employing 50 or more workers, such as the General Secretariat of the Ministry of Labour, Solidarity and Social Security (SGMTSSS).

MCR No 130/2021 of 10 September 2021 established the National Participation Day and approved the rules governing the Participatory Budget for Portugal and the Participatory Budget for Public Administration (‘AP Participa’).

The implementation of the Participatory Budget of the General Secretariat of the MTSSS constitutes the possibility for each worker to submit proposals and vote on measures to be implemented, and is in line with what is determined in Article 2 of the Constitution of the Portuguese Republic, responding to the importance of the participation of each citizen in democratic society and the deepening of participatory democracy.
