Thematic Meetings at the Ministry of Labour, Solidarity and Social SecurityWhy did it happen?
The Thematic Meetings were created in 2011 with the aim of reflecting on cross-cutting issues of our Ministry.
The aim is to boost:
- innovation;
- quality;
- sustainability;
- The sharing of information, best practices and inter-agency cooperation.
Who is it for?
What resources?
On average 10 items, distributed as follows:
- Coordination and implementation – 5 elements of the Innovation, Quality and Communication Unit;
- Speakers and moderators – Interlocutors holding practices on the topic to be addressed, as a rule 4 to 5 bodies;
- Expert/expert on the subject - Element internal or external to the Ministry;
- The Thematic Meetings rely on the goodwill and generosity of the speakers and moderators, at the level of logistics and content, without associated costs

Although 70% of employees in public service have a secondary education or higher and 52% have a tertiary education, a significant proportion have not completed secondary education.
In the central administration there are more than 100,000 workers without secondary education and in the local administration there are about 50,000.
In response to this situation was:
- Approved, in Resolution of the Council of Ministers No 32/2019 of 14 February 2019, the Qualifica AP Programme;
- the Created Centro Qualifica AP do Trabalho, Solidaridad e Segurança Social (Qualified Centre for Labour, Solidarity and Social Security), based at the General Secretariat.
The activity of our the Qualifica Center is part of a strategy for the qualification of workers, seeks to:
- Promote and capitalise on candidates’ professional experience;
- Strengthen self-esteem;
- Fostering personal valorisation;
- Enhancing the motivation and autonomy of workers;
- Provide new skills,
- Addressing the challenges of de-bureaucratisation, digitalisation and quality of public service;
- Achieve the qualification goals and objectives for the Portuguese workforce.
Who is it for?
A trabalhadores do Ministério com qualificações inferiores ou iguais ao ensino secundário completo (12 anos de escolaridade), que pretendam melhorar as suas qualificações escolares / profissionais, através de um processo de reconhecimento, validação e certificação de competências.
What resources?
Internal and external, involved in the pursuit of the mission of our AP Qualifica Center:
- Directorate – Secretary-General, Deputy Secretary-General and Director of Human Resource Management Services (HRMS);
- Coordination – Head of HR Training Division;
- Recognition Technique Validation and Certification of Competences of the Training Division of DRH;
- Interlocutors and leaders of the Ministry;
- Trainers/teachers accompanying candidates in the process of recognition, validation and certification of competences;
- Other Qualifica Centres of the national network, namely the team of INOVINTER – Centre for Training and Technological Innovation.
