Improving Energy Efficiency in London Square Facilities

Under Investment “TC-C13-i02 – Energy efficiency in central government buildings” of “Component C13 – Energy efficiency in buildings” of the Recovery and Resilience Plan, the General Secretariat of the Ministry of Labour, Solidarity and Social Security was approved an application submitted to Notice 01/C13-i02/2021, promoted by Environmental Fund, which concerns the Support for Energy Renovation of Central Public Administration Buildings, allowing EUR 2 913 677.27 plus VAT to be applied to energy efficiency improvement measures at the Ministry’s premises in London Square in Lisbon.

The operation Improving Energy Efficiency at the General Secretariat of the Ministry of Labour, Solidarity and Social Security (M2E@SGMTSSS) aims to contribute to the reduction of primary energy consumption, as well as greenhouse gas emissions, through the implementation of energy efficiency improvement measures in the building of the General Secretariat of the Ministry of Labour, Solidarity and Social Security, where the Ministerial Offices and 6 other Ministry bodies are housed.

It is a building of 23 floors, built in 1966, with 13617,17m2 floor area and 12147.07m2 of useful area and has energy class C.

Despite careful preventive maintenance of the systems, the 57-year-old building does not guarantee thermal comfort to the approximately 500 occupants, leading to excessive energy consumption. Greenhouse gas emissions are associated with this energy consumption.

The M2E@SGMTSSS operation aims tos the implementation of a set of energy efficiency measures, inscribed in an Energy Certificate, which will result in an energy rating of B- for the building.

The measures recommended to improve energy efficiency will result in an annual reduction in primary energy consumption of 45.83% and in CO2eq emissions of 50.40% compared to the reference period. In this way, energy consumption will be reduced by an estimated 511.410 kWh/year and the estimated contribution to the annual reduction in greenhouse gas emissions is around 119 tonnes CO2eq/year. The reduction in primary energy consumption expected with the operation will be 84.82 Tep/year.

With this investment we seek to follow up on the objectives that SGMTSSS proposes for an increasingly sustainable building, examining the increase in efficiency in resource management, while ensuring a better quality of life for the occupants of the building, explained the Secretary General of the MTSSS, Dr. Maria João Lourenço.

"We want a resource-efficient building, so our goal is to continue working on decarbonising the building, making it more environmentally friendly, and increasing the quality of the spaces offered to our workers and visitors," said MTSSS Deputy Secretary General Isabel Ramos.

The energy efficiency improvement measures considered in the operation include the change of the lighting system to high efficiency LED technology, the replacement of the HVAC system, ensuring the adequate air conditioning of the building, the installation of photovoltaic system for self-consumption with power of 42.4kWp, the installation of solar thermal system with an area of 12.6m2 and the installation of Energy Management Solution.

In addition to the physical measures to improve energy efficiency, the operation also includes measures that are informative/formulative in nature, the objective of which is associated with the change in behaviour that is intended to be achieved by the users of the building in the context of the rational consumption of resources, with main emphasis on the efficient consumption of the energy resource.

The implementation period of the planned operation is 24 months, starting in March 2023 and ending in March 2025. They are also considered as actions already completed in April 2022, corresponding to ex-ante actions.
