The Unemployment Fund Management Office (GGFD) has been abolished. The powers assigned to the GGFD have been transferred to the Minister of Labour and Social Security and to the Social Security Financial Management Institute.

References are made to the Collective Equipment Commission (CEC) and to the fact that the structuring of the Office for Social Facilities and Equipment was rendered unfeasible. All works in progress or already completed, covered by works contracts awarded by the CEC, were transferred to the ownership of the respective Regional Social Security Centres.

The Collective Equipment Committee has been abolished.

The National Council for Senior Citizens Policy was incorporated into the Ministry of Labour and Solidarity.

The National Council for Senior Citizens Policy was incorporated into the Ministry of Social Security and Labour.

The Programme for the Prevention and Elimination of Child Labour Exploitation (PETI) succeeded the Plan for the Elimination of Child Labour Exploitation. The implementation of PETI was monitored by the National Council for the Prevention and Elimination of Child Labour Exploitation, which was part of the Ministry of Social Security, Family and Children.

The National Council for the Prevention and Elimination of Child Labour Exploitation was incorporated into the Ministry of Labour and Social Solidarity.

The Programme for the Prevention and Elimination of Child Labour Exploitation and the National Council for the Prevention and Elimination of Child Labour Exploitation were abolished, and their duties and powers were integrated into the Authority for Working Conditions.

The mission structure designated as the Programme for Inclusion and Citizenship was created, succeeding the Programme for the Prevention and Elimination of Child Labour Exploitation.

The Department of International Social Security Relations was incorporated into the Ministry of Labour and Solidarity.

The Department of International Social Security Relations was incorporated into the Ministry of Social Security and Labour.

The Department of International Social Security Agreements (DAISS) succeeded the Department of International Social Security Relations in terms of rights and obligations.

The DAISS became part of the Ministry of Social Security, Family and Children.

The Department of International Social Security Agreements was incorporated into the Ministry of Labour and Social Solidarity.

The Ministry of Health and Welfare was created, to which the Directorate-General for Welfare was transferred.

The Directorate-General for Assistance has been renamed the Directorate-General for Social Assistance.

The Ministry of Corporations and Social Welfare was renamed the Ministry of Corporations and Social Security, and the Directorate-General for Social Welfare was transferred to it.

The Directorate-General for Social Welfare was incorporated into the Ministry of Social Affairs.

The Directorate-General for Social Security and Affordable Housing has been transferred to the direct authority of the Ministry of Corporations and Social Security.

The Directorate-General for Social Security and Economic Housing (DGPHE) was renamed the Directorate-General for Social Security.

The Directorate of Affordable Housing Services of the DGPHE was abolished, and the following services were transferred to the Housing Development Fund, under the Secretariat of State for Urban Planning and Housing of the Ministry of Public Works:

• The Housing Survey Service;
• The Social Service for Affordable Housing;
• The services of the 2nd Division, comprising those of the 4th and 8th Sections, the Medical Service and the Inspection and Supervision of Affordable Housing Neighbourhoods;
• The services of the 3rd Division, in relation to the administration of the Affordable Housing Fund.

The Directorate-General for Social Security was incorporated into the Ministry of Corporations and Social Security.

The Directorate-General for Social Security was incorporated into the Ministry of Social Affairs.

It was determined that the Directorate-General for Social Security would be abolished as soon as the Directorate-General for Organisation and Human Resources and the other bodies or services that would succeed it in its respective duties and powers were established.

The Directorate-General for Social Security (DGP) has been abolished.

The Actuarial Services of the DGP have been integrated into the Directorate-General for Social Security, to which the respective staff have been transferred, in accordance with the law in force.

It is assumed that the remaining services of the DGP have been integrated into the Directorate-General for Organisation and Human Resources.

The Directorate-General for Social Security Schemes and the Directorate-General for Social Action were integrated into the Ministry of Solidarity and Social Security, assuming that they inherited the responsibilities of the Directorate-General for Social Security.

The Directorate-General for Social Security Schemes and the Directorate-General for Social Action are part of the Ministry of Labour and Solidarity.

The Directorate-General for Solidarity and Social Security (DGSSS) was created within the Ministry of Labour and Solidarity.

 

The DGSSS succeeded the Directorate-General for Social Security Schemes in matters relating to social security schemes and the Directorate-General for Social Action in matters relating to social action.

The Directorate-General for Solidarity and Social Security was incorporated into the Ministry of Social Security and Labour.

The Directorate-General for Social Security was created as a body of the Ministry of Social Security and Labour, and it is assumed that it inherited the responsibilities of the Directorate-General for Solidarity and Social Security.

The Directorate-General for Social Security is part of the Ministry of Social Security, Family and Children.

The Directorate-General for Employment and Vocational Training and the Directorate-General for Working Conditions are part of the Ministry for Skills and Employment.

The Directorate-General for Employment and Vocational Training and the Directorate-General for Working Conditions are part of the Ministry of Labour and Solidarity.

The Directorate-General for Employment and Labour Relations was created within the Ministry of Social Security and Labour, resulting from the merger of the Directorate-General for Employment and Vocational Training with the Directorate-General for Working Conditions.

The Directorate-General for Employment and Labour Relations was incorporated into the Ministry of Economic Activities and Labour.

The Directorate-General for Employment and Labour Relations is part of the Ministry of Labour and Social Solidarity.

The Undersecretariat of State for Corporations and Social Security was abolished, and the Ministry of Corporations and Social Security was created, inheriting all the services of the Undersecretariat.

The MT comprised the following State Secretariats:

• Secretary of State for Social Security.

The MTSS integrated:

• Services from the abolished Secretaries of State for Labour, Employment, Social Security and Family;
• Services integrated into the abolished Ministry of Social Affairs, or supervised by it, with the exception of the General Secretariat and the bodies and services that operated under the abolished Secretary of State for Health, which remained under the Ministry of Health.

The Ministry of Labour and Social Security was abolished, giving rise to the Ministry of Employment and Social Security.

The Minister of Employment and Social Security was assisted by:

• Deputy Secretary of State;
• Secretary of State for Employment and Vocational Training;
• Secretary of State for Social Security.

The Ministry of Employment and Social Security was abolished, giving rise to two ministries:

• Ministry for Skills and Employment;

The Corporate Bodies Inspectorate was part of the Directorate-General for Labour and Corporations, which in turn was under the authority of the National Institute of Labour and Social Security (INTP).

The Social Security Inspectorate was integrated into the Directorate-General for Social Security and Economic Housing, which in turn was under the authority of the INTP.

The Social Security Inspectorate was established as part of the Directorate-General for Social Security.

The General Inspectorate of Social Security was created, integrated into the Ministry of Social Affairs. It is assumed that this body inherited the duties of the Inspectorate of Corporate Bodies and the Inspectorate of Social Welfare.

The competence for the pursuit of social activities that constituted the objective of the Institute of Support for the Return of Nationals was transferred to the Regional Centers of Social Security and to the Santa Casa da Misericórdia de Lisboa.

The European Social Fund Management Institute was incorporated into the Ministry of Social Security and Labour.

The European Social Fund Management Institute was incorporated into the Ministry of Economic Activities and Labour.

 The European Social Fund Management Institute was incorporated into the Ministry of Labour and Social Solidarity.

The Institute for Quality in Training was incorporated into the Ministry of Labour and Social Solidarity.

The Institute for Quality in Training was abolished, and its responsibilities were integrated into the Institute for Employment and Vocational Training and the National Agency for Qualification, with the exception of responsibilities relating to the certification of training entities, which were integrated into the Directorate-General for Employment and Labour Relations.

The Central Board of People's Houses was incorporated into the Ministry of Social Affairs.

The Central Board of People's Houses was responsible for carrying out all acts related to People's Houses, for which the previous legislation assigned competence to the National Institute of Labour and Welfare.

The Central Board of People's Houses was incorporated into the Ministry of Labour and Social Security.

The Central Board of People's Houses (JCCP) and its delegations were abolished.

 

The JCCP's powers regarding support, supervision, guardianship and personnel management of the people's houses were transferred to the Regional Social Security Centres of the respective districts.

 

The powers relating to activities that did not fall within the scope of social security were transferred to other public bodies or taken over by private entities whose purpose was to promote the People's Houses.

The regime of the Common Fund of the People's Houses remained unchanged, but is now managed by the Institute for Social Security Financial Management.

The second phase of the "Socrates" Community action programme in the field of education has been established.

The National Agency for the Community Programmes "Socrates" and "Leonardo da Vinci" was established.

The Ministry of Social Security and Labour exercised joint supervision over the National Agency for the Socrates and Leonardo da Vinci Community Programmes, together with the Ministry of Education and the Ministry of Science and Higher Education.

 

The National Agency for the Socrates and Leonardo da Vinci Community Programmes was subject to joint supervision, with the Minister of Education being responsible for functional and asset supervision and the guidelines and priority areas for its activities being determined in conjunction with the Minister of Social Security and Labour and, in the case of the Erasmus programme, with the Minister of Science and Higher Education.

The Ministers of Labour and Social Solidarity, Education, Science, Technology and Higher Education were designated as the national reference authorities for the implementation and management of the Lifelong Learning Programme 2007-2013 and the TEMPUS IV programme, as well as for the completion of the activities of the Socrates and Leonardo da Vinci programmes.

The National Institute of Labour and Social Security comprised a Secretariat.

The General Secretariat was incorporated into the Ministry of Corporations and Social Welfare.
