UPskill aims to qualify professionals in Digital Technologies, and is aimed at people who are unemployed or underemployed at the time of application, who are willing to accept the challenge of starting a process of requalification, having the opportunity to develop their professional activity in a technological area of great market demand. The Program will provide applicants with intensive training in very specific areas, framed in Information and Communication Technologies. This lasts, as a rule, 6 months and is taught in one of the Adherent Higher Education Institutions. This is followed by an on-the-job training in one of the companies that are part of the project and have expressed interest in hiring professionals in this area.
By responding to previously identified needs, UPskill ensures that the majority of trainees are hired by the companies where they have had their work experience, responding to previously expressed needs, and thus enhancing their competitiveness.
Programme success
Being a national project, UPskill results from a partnership between the Institute of Employment and Vocational Training, the Academy (Coordinating Council of Polytechnic Higher Institutes, ISCTE and University of Algarve) and APDC - Portuguese Association for the Development of Communications, and falls within the scope of the Action Plan for the Digital Transition.
Its success thus results from the partnership established between the State (which finances, through the IEFP), the Academy (represented by 11 Universities and Polytechnics), which is responsible for the training of human resources, and the Companies (represented by the APDC) which is responsible for hiring the successful candidates.
In the 1st Edition, which began in 2020, more than 5,300 people applied, having been selected 430 trainees for 25 training actions, which took place in 7 locations, in 6 Higher Education Institutions. More than 80% of the trainees who successfully completed the training were hired.
Already in the 2nd Edition, launched in October 2021, and which took place in two distinct cycles, about 800 trainees were selected for 50 training actions, which took place in 11 locations in the country, in the participating Higher Education Institutions, involving more than 60 companies. Overall, this edition should represent the creation of more than 600 jobs in the digital area, as there are still actions underway.
This 3rd Edition, now underway, will also be divided into 2 application cycles and the registration of candidates for the 1st cycle will run until the end of December, with the first training actions expected to start in the 1st quarter of 2023.
Access Requirements
Access requirements are the possession of the 12th full year or Bachelor's degree, and the minimum qualification requirement will depend, in particular, on each training action. A good command of English (B2) is also mandatory, as it is the most widely used language in team interaction and access to technical literature. No prior knowledge of technology is required as the training will provide the necessary basis for requalification.
The program has associated a training grant, paid by IEFP, equivalent to the national minimum wage. Upon successful completion of the training, at least 80% of the trainees will be hired with a minimum remuneration of €1,200.
