SupERa: the digital platform that will support ERPIs and residential homes

The solution results from a partnership between Misericórdia de Lisboa and Algarve Biomedical Center, under the support measures of the Ministry of Labour, Solidarity and Social Security to Residential Structures for the Elderly and residential homes, in the context of the pandemic.

Launched this Monday, July 5, at Quinta Alegre, property of Santa Casa da Misericórdia de Lisboa, the SupERa Platform (also available in mobile app) was born with the aim of facilitating the registration and monitoring of clinical information of ERPI residents and households. It is a tool that aims to support access and management of information more effectively.

Under this program will be delivered 2400 oximeters to Residential Structures for the Elderly that have an agreement with the Ministry of Labor, Solidarity and Social Security.

The launch ceremony was attended by Ana Mendes Godinho, Minister of Labour, Solidarity and Social Security, Nuno Marques, president of the Algarve Biomedical Center, and Edmundo Martinho, provider of the Misericórdia de Lisboa. Also present were Sérgio Cintra, Maria João Mendes and Ana Vitória Azevedo, administrators of Santa Casa.

In her speech, Ana Mendes Godinho highlighted ‘the capacity for work and reinvention, the union between different bodies and the learning acquired’ in the last months of the pandemic. “We must not let our guard down, we are almost at the end of the race and we must bet on new solutions to protect people”.

“The new platform and oximeters can play an important role. It's the digital to help. We need to innovate to better respond to the needs of people and institutions", he concluded.

For his part, Edmundo Martinho began by recalling that the site chosen for the launch of the platform is an ‘emblematic resource’ of the Misericórdia de Lisboa, and that it has been ‘rehabilitated with great care and awarded the National Urban Rehabilitation Award’.

The initiative "represents a significant step forward in the prevention and protection" of residents with regard to symptoms associated with Covid-19, as well as other respiratory conditions, he said. “We expect it to exceed our expectations”, he concluded.

On the other hand, Nuno Marques gave a global presentation of the SupERa Platform, underlining that this tool, in addition to changing mentalities, can make an important contribution to the ease and management of information on the clinical data of home residents.

What does the platform consist of and how does it work? The SupERa platform will facilitate the recording and monitoring of oxygen saturation levels, temperature and respiratory rate of residents in Residential Structures for the Elderly and residential homes, as well as other relevant clinical information. These records are available in a reserved area dedicated to each resident, allowing to analyze the evolution of the measurements.

Whenever measurements are recorded, SupERa will issue a alert It is based on a three-colour system (red, yellow and green) to support the decision-making of residential structures in the active surveillance of symptoms associated with Covid-19, as well as other respiratory conditions. The use of SupERa is also a contribution to the digitization of the recording of this type of measurements, avoiding paper recording.

In what context does the platform come into being? The SupERa platform is part of a broader set of solutions that aim to support residential structures in the fight against Covid-19. The COVID Lares line has been operational since October 2020. (707 20 70 70), available 24 hours a week, seven days a week, to clarify doubts in the context of the pandemic and to speed up communication processes with the competent authorities (e.g. Public Health or Social Security).

The COVID Lares line also supports the ERPIs in reporting to the Social Security Institute on the Integrated Covid-19 Monitoring Platform on information relating to the management of the pandemic. Through the COVID Lares Line it is also possible to identify the need for training of professionals in ERPI on outbreak control and the importance of the correct use of personal protective equipment.

The training that can be developed in residential structures aims to train professionals with technical skills to perform their duties in the context of a pandemic caused by the SARS-CoV-2 virus, including interaction with residents (potentially) infected by the novel coronavirus.
