will make the response more effective for those who need it

National Observatory of Social Emergency

The Minister of Labour, Solidarity and Social Security, Ana Mendes Godinho, said that the National Observatory of Social Emergency comes at a time "when it is necessary that all the lessons of the pandemic become a more effective response to those who need it most, where it needs it and when it needs it".

During the public presentation of the new initiative of the Social Security Institute, which took place by videoconference, the Minister stressed that this Observatory "can be a way of resetting to have the ability to read from outside, from someone who is not consumed by what is happening on the ground".

"This is the demand of the social emergency, to be able to respond to each person in a personalized way, not broadband, which does not respond to the concrete needs of people," he added.

Ana Mendes Godinho also highlighted the Network of Integrated Responses in Social Emergency (RRIES), created by the Social Security Institute, which allows to ensure an additional response in the periods of the night, weekends and holidays in articulation with the institutions on the ground.

One of the highlights made during the launch was the role played by the Social Emergency Line (144), which between 1 January and 30 October 2021 served 14,000 people.

The beneficiaries of Line 144 are mainly people aged between 31 and 64 (51%), who live on the coast of the country, mainly in Lisbon (35%), Porto (18%) and Setúbal (10%).

Line 144 was activated in 3,492 situations of absence or loss of autonomy due to illness and in 4,221 cases of domestic violence.

There were also 5,677 cases related to homeless people and 5,802 cases of people who lost their autonomy for economic reasons, in addition to another 5,835 who were displaced by family breakdown.
