Government approves new National Homelessness Strategy
(2025-2030)
The Government approved a new National Homelessness Strategy covering the period 2025-2030. This strategy aims to tackle a growing problem in Portugal, with around 13,000 homeless people registered at the end of 2023.
The government pointed out that, in the last six years, the number of homeless people in the country has more than doubled, an increase attributed to the lack of action and the non-execution of promises made in previous strategies.
The new strategy, which will be implemented in collaboration with the municipalities, aims to create an alert and prevention system, with a data platform that will identify risks throughout the national territory.
Among the main measures envisaged are the increase in accommodation in various modalities, such as emergency, temporary and "housing first" housing.
The strategy also includes the creation of a personal employment plan for each homeless person and the strengthening of street and community mental health teams.
The amount foreseen for the support to homeless people in the SO 2025 is EUR 11.06 million, an increase from the EUR 5.78 million foreseen in the previous budget.
The strategy provides for the quarterly reporting of the impact and degree of implementation of the measures, to ensure that they are in line with reality.
The Government stressed that this strategy not only introduces new measures, but also reinforces those that were being implemented in an incipient manner, with the aim of improving the living conditions of homeless people in Portugal.
